Starlight School opened, giving parents of children with developmental disabilities an educational choice. Mrs. Katie
Carter suggested the school be named Starlight because it signified “the light that shines in darkness.” Classes were held for 12 students in a room at Mound School. Although the state only provided $200 per eligible child, Eleanor Weiant, parents and civic organizations raised the money to make the opening and operation of the school possible.
